摘要
基于2012—2020年3850家A股上市公司的面板数据,利用PSM-DID方法实证检验国家重点研发计划对企业创新的影响。结果表明,国家重点研发计划对企业创新数量、突破性创新和渐进性创新均有显著提升,国家重点研发计划政策对企业创新数量和渐进性创新的影响滞后两年,但对突破性创新的影响在项目启动当年就开始显现,从处理后的第二期起国家重点研发计划对企业突破性创新发挥的创新激励作用越来越大。通过引入中介效应模型进行影响机制检验,发现人才效应和技术开发效应是影响企业突破性创新的重要传导机制。本文的研究结论对提升国家重点研发计划实施效果,促进企业创新具有重要的指导意义。
Based on the panel data of 3850 A-share listed companies in China from 2012 to 2020,this paper empirically tests the impact of National Key R&D Programs on enterprise innovation by using the PSM-DID method.The results show that the National Key R&D Program has a significant increase in the number of firm innovation,radical innovation and incremental innovation.The impact of National Key R&D Program policy on the number of firm innovation and incremental innovation lags behind by two years,but the impact on the breakthrough innovation begins to appear in the year of the project launch.From the second phase after the treatment,the National Key R&D Program plays a more and more important role in encouraging the radical innovation of enterprises.In addition,the mediation effect model was introduced to test the influence mechanism,and it was found that“talent effect”and“technology development effect”are the important transmission mechanism of National Key R&D Programs affecting enterprise breakthrough innovation.The conclusions of this paper have important guiding significance for improving the implementation effect of National Key R&D Program and promoting enterprise innovation.
