地形起伏度、转移支付与城乡医疗卫生服务差距被引量：10

摘要使用90米分辨率的STEM数字高程遥感影像通过均值变点法确定最佳分析窗口后计算得到全国地市级地形起伏度,同时从行政区划管理角度出发构建新的城乡医疗卫生服务差距变量,系统地考察了地形起伏度对城乡医疗卫生服务差距的影响及其作用机制。研究结果显示:地形起伏度增加显著扩大了城乡医疗卫生服务差距,但随着社会经济的发展有缩小趋势;地形起伏度会通过地方财力供给和人口聚集对城乡医疗卫生服务差距产生间接影响,其中财政收入和人口聚集能有效缩小地形起伏度带来的扩大效应;一般性转移支付和专项转移支付在不同地形条件发挥的调节效应有所不同。 This article uses the STEM digital remote sensing image with 90 meters resolution to calculate the terrain relief of prefectural and urban-level by using the mean change point method to determine the best analyzing window.Meanwhile,the medical and healthcare service gap between urban and rural areas is constructed as the variable from the perspective of administrative management to systematically examine the impact of terrain relief on the medical and healthcare service gap between urban and rural areas and its mechanism of action.The results show that the increase of terrain relief significantly widens the urban-rural medical and healthcare service gap but it tends to narrow with the development of social economy.Terrain relief has an indirect impact on the medical and health services gap through local financial supply and population aggregation,and fiscal revenue and population aggregation can effectively reduce the expansion effect caused by terrain relief.General transfer payment and special transfer payment have different adjustment effects in different terrain conditions.
