摘要
党的十六大提出“城乡统筹”,开启了社会主义新农村、美丽乡村的建设序幕,党的十九大明确全面系统推进实施乡村振兴战略。在国土空间规划体系建构同时,国家提出编制“多规合一”的实用性村庄规划,作为保障乡村振兴和开展乡村建设、乡村治理的重要工具与手段。河北省邯郸市永年区作为传统的农业大区,面对广大的农业地区、众多的农业人口、复杂的现状问题,提升村庄规划的实用性成为永年实施乡村振兴战略的重要抓手。文章基于永年区村庄规划编制的实践,在高质量发展的宏观背景下,直面村庄规划的困境,分析村庄发展的切实需求,着重对村庄规划的技术方法和编制内容进行探索,对提高村庄规划实用性提出建议。
The 16th CPC National Congress proposed'overall planning of urban and rural areas',which opened the prelude to the construction of a new socialist countryside and beautiful countryside.By the 19th CPC National Congress,it was clear to comprehensively and systematically promote the implementation of the rural revitalization strategy.At the same time of constructing the land spatial planning system,the state proposes to prepare the practical village planning of'multi-plan integration'as an important tool and means to ensure rural revitalization,rural construction and rural governance.Yongnian District,Handan City,Hebei Province,as a traditional agricultural region,is faced with face of vast agricultural areas,large agricultural population and complex current situation problems.How to improve the practicability of village planning has become an important starting point for the implementation of the rural revitalization strategy.Through the practice of village planning in Yongnian District,this paper focuses on the construction and content of village planning system,and puts forward some suggestions on the construction of law system,policy system and action system of practical village planning.
