摘要
15分钟健康生活圈公共服务设施配置水平对打造健康城市具有重要意义。本文以长沙市开福区、岳麓区和天心区为研究对象,构建15分钟健康生活圈公共服务设施配置水平评价指标体系。利用熵权法确定指标权重,基于路网和POI点划定健康生活圈,利用GIS分析和覆盖率模型计算养老、卫生、文化、环境和应急五大类设施覆盖率,结合需求度得出三区服务水平,运用综合指数法评价三区公共服务设施配置水平。结果表明,15分钟健康生活圈公共服务设施配置水平从高到低依次为岳麓区、天心区和开福区。优化策略包括完善以养老为导向的社区服务设施配置、提升公共绿地网络化配置,以及加强社区健康教育知识传播和服务。
The allocation level of public service facilities in the 15-minute healthy life circle is of great significance to the realization of a healthy city.Taking Kaifu district,Yuelu District and Tianxin District of Changsha as the research object,the evaluation index system of public service facilities allocation level in 15-minute healthy living circle was established.The entropy weight method was used to determine the index weight,and the healthy life circle was defined based on road network and POI points.The coverage rate of five types of facilities such as pension,health,culture,environment and emergency response was calculated by GIS analysis and coverage model.The service level of the three districts was obtained by combining the demand degree,and the public service facilities configuration level of the three districts was evaluated by comprehensive index method.The results showed that the allocation level of public service facilities in 15-minute healthy living circle from high to low was Yuelu district,Tianxin District and Kaifu District respectively.The optimization strategies include improving the allocation of community service facilities oriented by the elderly,improving the network configuration of public green space and strengthening the dissemination and service of community health education knowledge.
