摘要
自商务部等12部门发布《关于推进城市一刻钟便民生活圈建设的意见》以来各地政府积极推进一刻钟便民生活圈建设。在此背景下,以运营商数据和兴趣点数据(Point of Interests,POI)为基础,创新性地提出了“基础设施中心式模型框架”,从满足不同年龄段居民日常生活需求的角度出发,定义了北京市东城区6位栅格(Geohash)的需求度、覆盖度、满意度等指标,深入研究探讨了15分钟生活圈宜居度的构建方法。该模型框架分为栅格特征聚类分析和15分钟生活圈宜居度分析2个模块,利用该框架对东城区交通、教育、医疗、养老、购物5类基础设施进行建模分析,精准而全面地评估了不同栅格的宜居度,进而为15分钟生活圈在服务基本民生、促进消费升级、畅通城市经济微循环方面提供技术保障。
Since the Ministry of Commerce and 12 other departments issued the"Opinions on Promoting the Construction of 15-Minute Convenience Living Circles in Cities",local governments have been actively promoting the construction of 15-minute convenience living circles.Based on telecom operator data and Point of Interests(POI)data,this paper innovatively proposes the"Infrastructure-Centric Model Framework".From the perspective of meeting the daily living needs of residents of different age groups,the paper defines indicators such as demand,coverage,and satisfaction for six-digit geohashes in Dongcheng District,Beijing,and conducts in-depth research and exploration on the construction methods for the livability of a 15-minute living circle.The model framework is divided into two modules:geohash feature clustering analysis and analysis of the livability of a 15-minute living circle.Using this framework,the paper models and analyzes five categories of infrastructure in Dongcheng District,including transportation,education,healthcare,elderly care,and shopping.It accurately and comprehensively evaluates the livability of different geohashes,providing technical support for the 15-minute living circle in serving basic livelihoods,promoting consumption upgrading,and facilitating the circulation of the urban economy.
