基于倡导联盟框架理论的大学英语教育政策变迁

Policy Changes of College English Education Based on Advocacy Alliance Framework Theory

摘要 自改革开放以来,我国大学英语教育政策进行了多次调整,共分为四个阶段:复苏调整期、稳定发展期、加速发展期和深化发展期。在大学英语教育政策的演变过程中,出现“命令为主”和“服从为主”两大联盟,政策运作机制的路线是从“命令”到“服从”。前者主要由教育主管部门、外语专业指导委员会和大学英语指导委员会、全国统一的权威性的外语教育咨询机构;后者主要由高校教师、学生、用人单位等组成。两大联盟在这种博弈互动中,双方最终共同促成了大学英语教育政策的历史变迁。 Since the reform and opening up, China’s college English education policy has been adjusted many times, which is divided into four stages: recovery and adjustment period, stable development period, accelerated development period and deepening development period. In the evolution of college English education policy, there are two alliances of “command first” and “obedience first”. The route of policy operation mechanism is from “command” to “obedience”. The former is mainly composed of the education department, the foreign language professional Steering Committee, the College English Steering Committee and the national unified authoritative foreign language education consulting organization. The latter is mainly composed of college teachers, students and employers. In this game interaction between the two alliances, the two sides finally contributed to the historical changes of college English education policy.
