摘要
                
                    建国以来,我国的大学生资助政策经历了两个时期:单一的无偿资助阶段和无偿资助为主、有偿资助为辅阶段.运用倡导联盟框架对这一政策进行分析发现,在政策的变迁过程中,形成了两大联盟:'无偿资助为主'的联盟和'有偿资助为主'的联盟.为在政策子系统中拥有或保持主导地位,两大联盟在政策子系统外的活跃因素影响下,不断进行以政策为取向的博弈学习,而其相互博弈的过程最终也促成了我国大学生资助政策的变迁.
                
                Since the founding of the People's Republic of China,The policies of financial aid to university students in China have gone through two stages:the single stage of free financial aid and the main stage of free financial aid supplemented by paid one.Using the advocacy alliance framework to analyze the policy of this change in the past 70 years,we find that in the process of policy change,two major alliances have been formed:the alliance of"free funding"and the alliance of"paid funding".In order to possess or maintain a dominant position in the policy subsystem,the two coalitions,under the influence of active factors outside the policy subsystem,continue to study the policy-oriented game,and the process of mutual game also contributed to the change of our country's financial aid to university students.
