摘要
绿色产业推动城镇化高质量发展是贯彻落实新发展理念的重要举措,是我国新型城镇化建设的必然趋势和“十四五”规划的重要战略任务。近年来,绿色理念在各级规划中的细化为绿色产业推动城镇化建设提供了政策依据,新发展格局构建为绿色产业推动城镇化建设提供了重要契机,全面实施乡村振兴战略为绿色产业推动城镇化建设提供了重要助力,但也面临人才供给不充分、整合资金资源转向城镇绿色产业发展政策供给不足等挑战。为加快绿色产业推进城镇化高质量发展步伐,应通过落实碳达峰碳中和目标来推进绿色产业分工合作,全面实施乡村振兴战略、深化绿色产业新模式,推进“大工业”发展、调整优化绿色产业结构,培养绿色产业人才,培育城镇化绿色新产业新业态、以5G等信息化技术赋能城镇化智慧治理。
The promotion of urbanization development by green industries is an important measure to implement the new development concept, an inevitable trend in the development of China’s new urbanization construction and an important strategic task in the “14 th Five-Year Plan”. Taking the connotation of urbanization as the logical starting point, this paper sorts out the development direction of China’s urbanization, and focuses on analyzing the opportunities and challenges faced by the green industry in the process of China’s green urbanization under the background of “dual circulation”, focuses on grasping the direction of green urbanization from the international and domestic situations, and focuses on the development of green industry as an important realistic path to promote the urbanization process from the perspectives of objectives, tasks and strategic planning.
