摘要
城市生态环境是决定人类生存发展的基础要素,其中生态基础设施就是城市和居民获得持续自然生态服务的基本保障。本文运用灰色系统理论(GRA)构建评价指标体系,采用均方差赋权法(MSE)对评价指标予以赋权,对南昌市2010-2018年城市生态基础设施的健康水平进行综合研究。结果表明:(1)目前南昌市城市生态基础设施建设较为完备,且研究期内评价值逐年增加,发展较为稳健。(2)受限于环保投资、高新技术产业增长占比等因素,部分年份的自然、经济生态基础设施健康水平有所下降。(3)研究期内自然、社会基础设施处于“健康”等级以下指标占比最高,改善方向在于提高森林覆盖率及绿地面积,加大环保投资占比,同时稳步加快第三产业投资,完善全市立体综合交通体系,集中推进重大社会性生态基础建设规划。
Urban ecological environment is the basic element of human survival and development, and ecological infrastructure is the basic guarantee for the cities and residents to obtain sustainable natural ecological services. In this paper, the grey system theory(GRA) is used to build the evaluation index system, and the mean square error weighting method(MSE) is used to weight the evaluation indexes, so as to conduct a comprehensive study on the health level of urban ecological infrastructure in Nanchang from 2010 to 2018. The results show that:(1) at present, the construction of urban ecological infrastructure in Nanchang is relatively complete, and the evaluation value has increased year by year in the study period, and the development is relatively stable.(2) Limited by environmental protection investment, high-tech industry growth ratio and other factors, the health level of natural, economic and ecological infrastructure has declined in some years.(3) During the study period, the natural and social infrastructure below the “healthy”level accounted for the highest proportion. The improvement direction is to improve the forest coverage and green space area, to increase the proportion of environmental protection investment, to steadily speed up the investment in the tertiary industry, to improve the city’s threedimensional comprehensive transportation system, and to focus on promoting major social ecological infrastructure construction planning.
