摘要
新颁布施行的《中华人民共和国海警法》,对海警应急救援和救助职责予以了明确,厘清了职责界面。文章围绕海警机构所担负的职责任务,针对海上应急救援工作存在的不足,从预案拟制、装备配备、人才培养、拓展训练等角度进行探讨,以期进一步提升海警应急救援能力水平。
The newly promulgated Coast Guard Law of the People’s Republic of China defines the emergency rescue duties of coast guards.Focusing on the responsibilities and tasks undertaken by coast guards,the paper discusses the existing problems from such aspects as preparation of plans,equipment,personnel training and expansion training,in order to improve the emergency rescue ability of coast guards.
