摘要
中国经济社会发展进入新的历史阶段,构建中国特色哲学社会科学话语体系恰逢其时。国民经济学是最具中国特色的学科之一,构建中国特色国民经济学话语体系是我国经济社会发展的客观要求与必然选择。中国特色国民经济学话语体系一般理论框架以历史唯物与辩证唯物为其根本方法,着力于研究经济发展、人民中心与国家功能三大问题。其核心概念为国家、人民与经济,以人民为中心是其根本遵循,经济与国家关系、国家与人民关系和经济与人民关系是其基本关系,国家如何推进以人民为中心的经济发展是根本逻辑,根本逻辑中包含国家逻辑、人民逻辑和发展逻辑。进一步地,中国特色国民经济学话语体系的主要实现形式是国民经济与社会发展战略、规划与政策体系,治理体系与治理能力的现代化为实现形式的基本保障。总之,本文围绕着话语体系基本问题,构建出包括核心概念、基本关系、根本遵循、运行路径、基本逻辑、实现形式、基本保障各要素及其内在机理在内的中国特色国民经济学话语体系的一般理论框架,初步彰显了这一话语体系的中国特色。
China’s economic and social development has entered into a new historical stage.It is high time to construct the discourse system of philosophy and social sciences with Chinese characteristics.Political economics is one of the disciplines with the most Chinese characteristics,and constructing a discourse system of national economics with Chinese characteristics is an objective requirement and an inevitable choice for China’s economic and social development.The general theoretical framework of the discourse system of national economics with Chinese characteristics takes historical and dialectical materialism as its fundamental methods,focusing on the three major issues,namely,the economic development,the centrality of the people and state functions.Its core concept is the state,the people and the economy,among which the people-centered concept is the fundamental principle.The relations between the economy and the state,between the state and the people and between the economy and the people are its basic relations.The fundamental logic of the discourse system is how the state promotes the economic development centered upon people,which includes the logic of the country,the logic of the people and the logic of development.Furthermore,the main realization forms of the discourse system of national economy with Chinese characteristics are the national economy and social development strategy,and planning and policy system.The modernization of governance system and governance capability is the basic guarantee of the realization forms.In a word,this paper focuses on the basic problems of the discourse system,with an attempt to construct a general theoretical framework of the discursive system of national economics with Chinese characteristics,which includes the core concepts,basic relations,basic principles,operation paths,basic logic,realization forms,basic supporting elements and their internal mechanisms,all of which present the Chinese characteristics of this discourse system.
