摘要
公安教育的目标是培养公安专业人才,公安教育中法学教育应当是其重要基础和支撑。公安法学教育既要遵从法学教育发展的一般规律,又要体现公安教育的特殊需求。新时代,公安法学教育应当是服务公安工作现代化,体现“卓越法治人才”实质内涵的专业教育。针对公安法学教育目标技术性浓厚,实战化教学不足,法律运用能力有限的现状,公安法学教育应当以习近平法治思想为指导,强化人权保障、执法公正的理念教育,以学科建设为龙头,从课程设置、教学模式和教学方法等方面提升执法能力,实现“良法”与“善治”有机结合。
The goal of public security education is to train public security professionals,and the legal education on public security should function as its indispensable foundation and support.The legal education on public security should not only comply with the general principles of legal education development,but also reflect the special needs of public security education.In the new era,the legal education on public security should be a professional education that serves the modernization of public security work and reflects the essential connotation of“outstanding rule-of-law talent”.In view of the current situation of obvious technique-related characteristic objectives of the legal education on public security,the insufficient practical teaching,and limited ability to apply laws,the legal education on public security should be guided by Xi Jinping Thought on the Rule of Law,to strengthen the concept of human rights protection and justice in law enforcement,to take discipline construction as the leading work,and to fully improve law enforcement capability from the perspective of the perfection of the curriculum,teaching modes and teaching methods.Only with these measures in education,can the organic combination of“good laws”and“good governance”be realized.
