摘要
我国公安高等教育在服务公安工作和公安队伍建设的全局中不断发展。系统回顾和梳理公安高等教育的历史发展脉络,探寻其内在发展动力并深入分析其新时代面临的战略形势任务,对全面深化公安教育改革与精准深耕公安高等教育现代化未来版图具有重要的现实意义和理论价值。遵循高等教育发展变迁规律,可以将改革开放以来的公安高等教育划分为起步阶段(1978—1984年)、快速发展阶段(1985—1999年)、规范发展阶段(2000—2015年)和创新驱动发展阶段(2016年至今)等四个阶段。40多年的公安高等教育发展成就和经验充分证实,新时代公安高等教育的战略核心任务在于处理好改革、发展与稳定,规模、结构、质量与效益,体制、机制与保障,办学定位与办学特色,学历教育与在职民警培训,办学实践和微观运行等关涉全局的要素关系,并且,以公安教育信息化全面推进公安教育现代化作为实现我国公安高等教育长远发展目标的重要战略指引。
Police Higher Education serves public security practices and public security forces’building.The paper has a historical review of police higher education and explores its internal drivers and business in the New Era,which is practically and theoretically significant for deepening the reform of police higher education and drawing a blueprint for it.Police higher education,since the reform and opening-up policy,underwent four stages:establishment(1978-1984),rapid development(1985-1999),standardization(2000-2015)and innovation-driven development(2016-present).The history of police higher education shows that handling the relations between factors is essential to police higher education in the New Era.Moreover,modernization of police higher education driven by informationization should become a guideline for the long-term development of police higher education in China.
