摘要
以2010—2018年安徽省16个地级市作为研究对象,在分析高质量发展和协同发展内涵的基础上,从经济、创新、协调、绿色、开放、共享6个方面构建安徽省高质量发展协同度指标体系,测算安徽省“一圈五区”6个子系统高质量发展协同度,其中,协调发展指数最高,创新发展指数最低。高质量发展协同度总体呈先上升后下降走势,合芜蚌协同水平最高,皖北最低。合肥都市圈和皖江处在协辅阶段,合芜蚌处在协奏阶段,皖北和皖西处在协应阶段,皖南处在协调阶段。为深入分析安徽省区域高质量发展协同度,引入各种可能的影响因素进行实证检验,结果表明:产业结构、人力资本、政府科技支出、政府交通运输支出对协同度具有显著正向作用,政府教育和一般公共服务支出呈负向影响。安徽省在高质量发展中应把握“高质量创新”原则,最大化释放人才红利,补“协调共进”短板,提高安徽省高质量发展的协同程度。
Taking 16 prefecture-level cities in Anhui Province from 2010 to 2018 as the research objects,based on the analysis of the connotation of high-quality development and coordinated development,the high-quality development of Anhui Province will be constructed from the six aspects of economy,innovation,coordination,greenness,openness,and sharing.The synergy index system measures the synergy of the high-quality development of the six subsystems in the“one circle and five districts”of Anhui Province.It is concluded that Anhui Province has the highest coordinated development index and the lowest innovative development index.The overall coordinated development index rose first and then declined,with the highest level of coordination in Hewu Mussels and the lowest in northern Anhui.The Hefei metropolitan area and Wanjiang are in the stage of coordination,Hewu mussel is in the stage of concerto,the north and west of Anhui are in the stage of coordination,and the south of Anhui is in the coordination stage.In order to deeply analyze the synergy of regional high-quality development in Anhui Province,various possible influencing factors are introduced for empirical testing.The conclusions show that industrial structure,human capital,government science and technology,and transportation expenditure have a significant positive effect on the synergy.Government education has a negative impact on general public service expenditures.Anhui Province should grasp the principle of“high-quality innovation”in high-quality development,maximize the release of talent dividends,make up for the shortcomings of“coordination and common progress”,and improve the degree of coordination for high-quality development in Anhui.
