摘要
突发公共卫生事件的暴发与持续使得社会组织面临资金来源受限、业务模式受阻以及运作机制不畅等现实问题与发展困境,给社会组织的生存发展带来巨大挑战。置此背景下,探究出一种修复更新、自我变革与持续学习的韧性治理机制成为社会组织实现可持续发展的现实需要。从运行机制来看,社会组织韧性治理表现为组织韧性、能力韧性、制度韧性与文化韧性四个方面,要以多元体系和彼此联结为依托来培育组织韧性,以社会需求和技术赋能为导向来提升能力韧性,以科学规范和有效监督为宗旨来塑造制度韧性,以价值认同和公共精神为要义来培养文化韧性。
The outbreak and persistence of public health emergencies have caused social organizations to face practical problems and development difficulties such as limited funding sources,blocked business models and poor operating mechanisms,which have brought great challenges to the survival and development of social organizations.Against this background,it is necessary for social organizations to explore a resilient governance mechanism of repair,renewal,self-reform and continuous learning to achieve sustainable development.From the perspective of operation mechanism,resilient governance of social organizations is manifested in four aspects:organizational resilience,capacity resilience,institutional resilience and cultural resilience.We should cultivate organizational resilience based on multiple systems and interconnections,enhance capacity resilience with the guidance of social needs and technological empowerment,shape institutional resilience with scientific norms and effective supervision as the objective,and cultivate cultural resilience on account of value identification and public spirit.
