摘要高质量教育体系是指向能够满足人民群众日益增长需要的更高质量、更加公平、更有效率、体系更加完备、更加丰富多样、更可持续发展、更为安全可靠的教育体系。建设高质量教育体系,是迈向新征程的需要,是推动经济社会发展的需要,是教育自身跨越发展的要求,也是坚持以人民为中心的要求。加快推进高质量教育体系建设,应以构建优质均衡的基本公共教育服务体系为抓手,建设高质量基础教育体系;以构建支撑技能社会建设的职业技术教育体系为重点,建设高质量职业技术教育体系;以构建开放多元的高等教育体系为突破点,建设高质量高等教育体系;以构建专业优质的教师教育体系为前提,建设高质量教师教育体系;以完善服务全民的终身学习体系为切入点,建设高质量终身学习体系;以构建优质高效的保障体系为基础,建设高质量保障体系;深化教育领域综合改革,推进教育治理体系现代化。 The high-quality education system is a higher-quality, fairer, more efficient, more complete, richer, more diversified, more sustainable, safer and more reliable education system that can meet the growing needs of the people. Building a high-quality education system is the need to move towards a new journey, the need to promote economic and social development, the requirement for the leapfrog development of education itself, and the requirement to adhere to the people-centered principle. To accelerate the construction of high-quality education system, we should focus on building a highquality and balanced basic public education service system and a high-quality basic education system.We should build a high-quality vocational education system focusing on building a vocational education system supporting the construction of a skilled society, taking the construction of an open and diversified higher education system as the breakthrough point to build a high-quality higher education system. We should build a high-quality teacher education system on the premise of building a professional and high-quality teacher education system, taking improving the lifelong learning system for the whole people as the starting point to build a high-quality lifelong learning system. We should build a high-quality guarantee system based on the construction of a high-quality and efficient guarantee system. We should deepen comprehensive reform in the field of education and promote the modernization of the education governance system.
