长三角高等教育区域化发展态势与行动路径 被引量:14

The Development and Action Paths of Regionalization of Higher Education in Yangtze River Delta

摘要 长三角高等教育区域化发展经历了初级阶段的区域集群发展和高级阶段的区域一体化发展两个阶段,目前已开启高质量一体化发展进程。长三角高等教育发展区域优势明显低于其经济发展区域优势。当前长三角高等教育区域化发展的主要制约因素包括:(1)区域规划与统筹管理不到位;(2)区域内竞争与协作关系没有理顺;(3)区域化发展的纵向一体化机制有待建立;(4)区域城市集群效应有待提升;(5)地区差距阻碍区域化发展。统筹推进区域高等教育协调且平衡发展、处理好高等教育区域化发展与区域社会经济一体化发展的关系、提升高教区域集群水平、打造高等教育区域集群品牌,成为推进长三角高等教育区域化发展的行动路径。 Having experienced the two stages of regional cluster development and regional primary integration development,the regionalization development of higher education in the Yangtze River Delta has now entered the stage of advanced integration.The regional advantages of higher education development in the Yangtze River Delta are not as evident as economic development.Currently,several mainsprings constrain the regionalization development of higher education in Yangtze River Delta:(1)regional planning and overall management are not in place;(2)the relationship between regional competition and cooperation has not been sorted out;(3)the vertical integration mechanisms of regional development need to be established;(4)the development level of regional urban clusters needs to be raised;(5)the regional development is unbalanced.Combining regionalization development with connotative development,perfecting the regional overall management mechanisms of higher education,managing the relationship between regional development of higher education and the development of regional social and economic integration,raising the development efficiency and level of higher education regional cluster and building the brand of regional cluster development of higher education constitute the action paths to promote the regionalization development of higher education in the Yangtze River Delta.
