摘要
突如其来的新冠肺炎疫情给社会治理带来巨大挑战,而政务小程序凭借其入口快捷化、应用轻量化、服务场景化等特点成为统筹疫情防控和经济社会发展的一大利器。文章通过对我国31个省级政府(不包括港澳台地区)运用政务小程序开展新冠肺炎疫情防控情况的考察后发现:政务小程序在信息公开、健康码服务、医疗服务、出行服务、互动服务、促进企业复工复产等方面发挥着重要作用,且这些作用在疫情防控不同阶段各有侧重;与此同时,其也存在重复建设、建设不充分与不平衡、信息互认难等问题。为此,在新冠肺炎疫情防控中,建议在提高统筹协调能力、加强数据治理、减小地区间“数字鸿沟”、推动区域合作等方面对政务小程序进行优化。
The sudden COVID-19 epidemic has brought great challenges to social governance,and the government applet has become a powerful tool for coordinating epidemic prevention and control and economic and social development with its characteristics of fast entrance,lightweight application,and scene service.Through the investigation of 31 provincial governments(excluding Hong Kong,Macao,and Taiwan) using government applet to carry out epidemic prevention and control,it is found that government applet plays an important role in information disclosure,health QR codes service,medical service,travel service,interactive service,and promoting enterprises to return to work and production,and these roles have different emphases in different stages of epidemic prevention and control;at the same time,it also has some problems,such as repeated construction,insufficient and unbalanced construction,difficult mutual recognition of information and so on.Therefore,in the epidemic prevention and control,it is suggested to optimize the government applet in improving the overall coordination ability,strengthening data governance,reducing the "digital divide" between regions,and promoting regional cooperation.
