摘要
文章在梳理国土空间规划体系框架的基础上,结合新时期综合交通规划的作用和新要求,整合了综合交通规划的新体系,进而提出综合交通规划的新理念:需以强约束思维践行绿色交通理念;提高交通与生态、农业、城镇空间的耦合度;对接韧性城市建设,提高交通系统韧性;综合交通规划应回归人本主义。基于此,文章以雅安市国土空间总体规划编制为例,将新理念应用到综合交通规划编制中,以支撑国土空间规划方案的编制,以期为国土空间规划体系下综合交通规划的编制提供思路借鉴。
The paper reviews the framework of territorial space planning,new requirements of comprehensive transportation planning in the new era,and puts forwards new concepts in the realms of the comprehensive transportation planning:establishing a concept of strong constraint and practice the concept of green transportation;improving the coupling degree between transportation and ecology,agriculture,and urban space;connecting resilient urban construction and improving the resilience of the transportation system;returning to Humanism.In the territorial space planning of Ya'an City,new concepts are applied to the compilation of comprehensive transportation planning to support the overall plan.It is hoped to provide guidance for the comprehensive transportation planning under territorial space planning system.
