摘要
首先明晰"治理"的相关概念内涵,明确"国土空间"作为"治理"的核心对象,针对建设项目审批制度存在的问题以及当前规划改革的迫切需求,分析总结国内城市在构建国土空间治理体系方面做的一系列实践探索所具有的特征。紧接着从国内城市的实践经验中,提炼出建设项目审批制度改革下国土空间治理体系的要点。最后以厦门市为例,详细分析厦门市从规划编制到规划实施,再到建设项目审批制度改革的一系列构建国土空间治理体系的实践探索。
This paper first clarifies the relevant concept and connotation of“governance”,clarifies“territorial space”as the core object of“governance”.In view of the existing problems in the examination and approval system of construction projects and the urgent need of the current planning reform,analyzes and summarizes the characteristics of a series of practical explorations on the construction of territorial space governance system in domestic cities.Then,from the practical experience of domestic cities,summarizes the key points of the territorial space governance system under the reform of the examination and approval system of construction projects.Finally,taking Xiamen as an example,makes a detailed analysis of a series of practical explorations on the construction of territorial space governance system in Xiamen,from planning compilation to planning implementation to the reform of construction project approval system.
