摘要
介绍《体育强国建设纲要》(以下简称《纲要》)颁布的意义,主要从"体育大国"迈向"体育强国"转变的需要、引领全民健身助力"健康中国"的需要、体育产业成为经济增长新引擎的需要与体育文化成为体育强国软实力的需要4个方面来阐述。并从战略目标、战略任务、战略支撑、战略保障对《纲要》的内容进行介绍与分析,并在此基础上,归纳整理6个主要亮点:1)落实以人民为中心的体育理念,助力"健康中国"建设;2)优化竞技体育项目结构,实现"体育大国"向"体育强国"跨越;3)以量化标准来践行身体素养,引领当代体育教育改革发展;4)强调跨部门联动协同,强化体育治理体系和治理能力现代化;5)完善体育产业经济结构链,满足人民群众日益增长的多元化需求;6)发挥体育外交通用语言的优势,提升国际话语权力与彰显大国本色。《纲要》实施是一个复杂的过程,需要多部门联动形成合力,因而提出了坚持中国共产党的领导、完善顶层设计、加强政策执行、深化体育改革与坚持依法治体的实施建议。
This paper first introduces the significance of the promulgation of“Outline for Building a Leading Sports Nation”(hereinafter referred to as the Outline), mainly from four aspects:The need for the transformation from a“major sports country”to a“leading sporting nation”,the need to guide the whole people to strengthen Health China, the need for the sports industry to become a new engine of economic growth and the need for sports culture to become a soft power of a leading sporting nation. Secondly, it introduces and analyzes the contents of the outline from the aspects of strategic objectives, strategic tasks, strategic support and strategic guarantee, and on this basis, it summarizes and sorts out six main highlights: 1) Implementing the people-centered sports concept to strengthen Health China;2) optimizing the structure of competitive sports projects to realize the leap from a major sports country to a leading sporting nation;3) practicing physical literacy with quantitative standards to lead the reform and development of contemporary physical education;4) attaching importance to cross sector linkage and coordination, and strengthening the modernization of sports governance system and governance capacity;5) improving the economic structure chain of sports industry to meet the growing and diversified needs of the people;6) giving a full play to the advantages of the common language of sports diplomacy, and enhancing the power of international discourse and manifesting the identity of a great power. Finally, considering that the implementation of the outline is a complex process, which requires the joint efforts of multiple departments, this paper puts forward the implementation suggestions of adhering to the leadership of the Communist Party of China,improving the top-level design, strengthening the implementation of policies, deepening sports reform and adhering to the rule of law.
