摘要
协同治理是指通过借助多个利益主体来治理公共事务的进程。目前,我国城市土地生态安全问题愈发严峻,如何协调多元利益主体关系以促进生态安全建设,已成为社会关注的焦点。该文针对城市土地生态安全治理过程中产生的不同利益主体间的协同困境,提出塑造多元主体协同治理理念、构建协同治理法规体系、完善利益协调分配机制、创新协同激励机制等路径,以期提升我国城市土地生态安全治理能力,为加快生态文明建设进程提供参考。
Collaborative governance refers to the process of governing public affairs by means of multiple stakehold⁃ers.At present,the problem of urban land ecological security in China is becoming more and more serious.How to coordinate the relationship between multiple interest subjects to promote ecological security construction has become the focus of social attention.Based on urban land ecological security management process of the synergy between dif⁃ferent interest subjects,multiple subject shaping cooperation governance concept,build a collaborative management laws and regulations system,improve the distribution of interest coordination mechanism,the path of the synergy in⁃centive mechanism of innovation,in order to improve the urban land ecological security governance,provide a refer⁃ence for the process of construction of ecological civilization.
