摘要
"菜篮子"产品生产供给与居民消费需求密切相关,从适配的角度实现"菜篮子"产品需求牵引供给、供给创造需求的更高水平动态平衡,有助于落实"菜篮子"工程市长负责制和供给侧结构性改革,守护好居民"舌尖上的安全与幸福"。在此形势下,梳理"菜篮子"产品供需变动的演进历程,从供需总量适配性、供需结构适配性、供需质量适配性与供需营养均衡适配性四个维度提出"菜篮子"产品供给与需求的适配机理,探究其供需适配性的规模经济效应、范围经济效应、质量经济效应和福利经济效应,并针对现有二者不适配存在的相应问题以揭示其背后所蕴藏的深层次治理机制问题。基于此,以提高城乡治理体系和治理能力现代化水平,增强农副产品高质量发展韧性为出发点,提出内嵌技术和制度的"菜篮子"产品供需适配的治理路径,以期实现"菜篮子"产品高质量供需的美好契合。
The“Vegetable Basket”products production is closely related to consumers’supply and demand.The dynamic balance of the demand and supply of“Vegetable Basket”products can help implement the system of mayor responsibility for the“Vegetable Basket”project and supply-side structural reform,and ensure the safety and happiness of the citizens.In this situation,this paper reviews the evolution of“Vegetable Basket”products supply and demand change.From the total supply and demand,supply and demand structure suitability,quality suitability of supply and demand and the supply and demand balanced fitment put forward four dimensions,the“Vegetable Basket”product adaptation mechanism of supply and demand is proposed to probe into its suitability of supply and demand of scale economy effect and scope economy effect,quality effect,and welfare effect.And in view of the existing problems of the mismatch between the two to reveal the underlying problems of governance mechanism.Based on this,starting from improving the modernization level of urban and rural governance system and governance capacity,and enhancing the resilience of high-quality development of agricultural and sideline food,a governance path of“Vegetable Basket”product supply and demand matching with embedded technology and system is proposed to achieve a good fit between the supply and demand of“Vegetable Basket”products with high quality.
