摘要
目的:探讨上海市浦东新区中西医结合公共卫生服务体系糖尿病慢性病管理项目成效的评价。方法:运用浦东新区中医糖尿病随访社区信息系统,建立随访机制,完善动态管理,按西医管理人数的10.00%增加中医特色随访和干预。结果:2014—2019年中医随访糖尿病患者86 131人。中医管理率均达到上年西医管理对象的10.00%;中医管理对象的血糖控制率也从初期(2014年)的79.07%提升至中期(2019年)的86.35%。结论:利用医疗机构已有的公共卫生服务平台,在西医公共卫生基础上融入中医"治未病"理念,通过对糖尿病患者实施中医随防和干预,初步形成科学适用的中医预防干预方法与效果评价体系,对提高公共卫生服务效能、节约医疗资源以及丰富疾病预防控制体系的理论与实践有一定意义。
OBJECTIVE To evaluate the effectiveness of the management project of diabetes and chronic disease in the public health service system of integrated Chinese and Western Medicine in Pudong New Area.METHODS Using the community information system of TCM diabetes follow-up in Pudong New Area,establish follow-up mechanism,improve dynamic management,on the basis of the number of western medicine management,the proportion of Chinese medicine characteristic follow-up and intervention was increased by 10.00%.RESULTS TCM diabetes follow-up from 2014 to 2019 was 8 6131.The management rate of TCM reached 10.00% of the western medicine management objects in the previous year.The blood glucose control rate of TCM management subjects also increased from 79.07% in the initial period(2014) to 86.35% in the middle period(2019).CONCLUSION Using the existing public health service platforms in medical institutions,on the basis of western medicine,it should integrate the concept of“treating disease without disease”into TCM.Through the follow-up and evaluation of the effect of TCM diabetes,it should understand the differences in the horizontal and vertical effects of different groups on the improvement of diabetes symptoms,blood glucose control and follow-up satisfaction and form a scientific and applicable intervention method and effect evaluation system of TCM preventive services.It is of certain significance to increase the efficiency of public health services,save medical resources and enrich the theoretical and practical basis of disease prevention and control system.
