摘要
为全面推行医疗收费电子票据管理改革,构建基于区域全民健康信息平台的电子票据管理系统,通过全民健康信息平台ESB服务总线进行服务的集中注册与对外发布。系统利用平台架构设计思路,从业务功能、难点设计等多个角度进行实践,完成各医疗机构挂号、门诊缴费等环节医疗电子票据的开具;提供管理界面,便于各类行政管理部门针对医疗电子票据的开具行为和数据质量进行监管。通过自助终端、App、公众号等便民应用向患者提供医疗电子票据,节约患者就诊时间的同时也为患者免费提供了集中保管。
In order to fully implement the electronic receipt management reform,build the electronic receipt management system based on the regional health information platform,registered centrally and released publicly through the general ESB service line of the national health service information platform.The system uses the thoughts of the platform architecture to put the business functions,the difficulties in design and other aspects into practice,which completes the opening of the medical electronic receipt in the outpatient payment,the internal registration of every medical institution and other aspects.The management interface is convenient to supervise the issuing behavior and the data quality of medical electronic bills for various administrative departments.Meanwhile,it provides the medical electronic receipts to patients through various convenient software applications and self-service terminals,such as APPs and WeChat public accounts etc.,which provides the free centralized custody for patients while saving patients'visiting time.
