摘要
产业政策的完整性对产业发展有着极为重要的影响,借用在绩效评估中被广泛应用的平衡记分卡(BSC)工具,对我国健康产业政策进行分析,发现总体上我国的健康产业政策拥有较好的体系,但对健康产品制造业和健康农业的关注较少,税费政策、土地政策、招标采购政策和知识产权政策的涉及面不广,各项政策尤其是直接针对健康产业本身政策的内容均有强化和完善的空间,未来在健康产业政策制定中需要进一步优化和完善.
The integrity of industrial policy has an extremely important impact on the development of industry.The paper employs the tool of Balanced Scorecard(BSC)which is widely appplied in performance evaluation to analyze the policy of health industry in China.It is found that the health industry policy in China enjoys a good system in general,nevertheless,less attention has been paid to the health products manufacturing and healthy agriculture.The tax policy,the land policy,the bidding policy and the intellectual property policy are not widely involved.All policies,especially those aimed at the health industry itself,have room for strengthening and improving,and need to be further optimized and improved in the future.
