摘要
《“十四五”全国档案事业发展规划》对档案治理进行了全方位规制。本文在分析档案治理精细化内涵的基础上,结合《规划》梳理了其在治理核心、治理格局、治理道路、治理主体及治理方式上的主要表现,并提出了构建共建共治共享的治理格局、推进以人为本的公共服务建设、建立全方位多层次的评价机制、创建安全高效的档案利用空间等实现路径。
“The 14th Five-Year Plan for the Development of National Archives”conducts comprehensive regulations on archival governance.After analyzing the connotations of the refined archival governance,this paper examines its core,structure,paths,subjects and means based on the plan,and further proposes several feasible ways to achieve such a goal,including building a governance model based on collaboration,participation,and common interests,promoting a people-oriented public service system,establishing an all-round and multilevel evaluation system and creating a secure and efficient space for the use of archives.
