应急状态下的档案数据能力构成及其典型应用场景分析 被引量:1

摘要 本文以郑州“7·20”暴雨成灾过程中所产生的具有典型案例价值的主体数据应用场景为样本,对不同场景下主体对数据的形成、获得、舍取、发布、传递、处置等环节进行分析。研究发现,不同应急场景下,主体数据能力的构成有所不同,但应用效果与数据信息获得、舍取、表达、工具使用、反馈五项能力强弱高度相关。因此,在面向档案治理体系现代化和应急处置决策需求的档案数据能力建设中,应当突出档案主体数据获得、舍取、表达、工具使用、反馈五项能力训练。 Taking the typical data application scenarios generated during the“July 20”rainstorm disaster in Zhengzhou as samples,this paper analyzes how subjects produce,acquire,extract,release,transfer and process date information in different occasions.The study finds that in different emergency situations,although the composition of the subjects’data capabilities is different,their performance is highly related to five capacities,namely the acquisition,rejection,expression,tool-using,and feedback of data information.Therefore,in building archival data capabilities for the modernization of archives management system and to meet the decision-making needs in emergency responses,the training for the subjects’aforementioned five capacities should be highlighted and strengthened.
