Organizational Learning and Bidirectional Empowerment: A Path to Promote the Modernization of Community Governance——Case Study on a Demonstration Site of Relocation Community

摘要社区治理现代化是国家治理体系和治理能力现代化的基础。从组织学习与赋能理论出发,发现易地搬迁社区正在走向一种契合基层治理实际的现代化之路。在治理压力与治理能力的非均衡状态下基层政策企业家发挥着组织学习的"催化剂"作用。党组织和基层政府通过"党群共治"与"权能归位"方式实现向社会力量的正向赋能,而社会力量的提前进场避免了行政力量的直接介入,引导社区治理型社会资本的生成并实现向行政力量的反向赋能。由此构建了多元共建、协商共治、成果共享的易地搬迁社区治理格局。组织学习与双向赋能实现了易地搬迁社区的治理有效,成为推进社区治理现代化的一种可能路径。 The modernization of community governance is the basis for the modernization of the national governance system and governance capabilities.Starting from the theory of organizational learning and empowerment,it can be found that under the background of the effective connection between relocation and the strategy rural revitalization,some relocation and resettlement communities are forming a modernization scheme in line with the reality of grass-roots governance.In the unbalanced state between pressure and ability,policy entrepreneurs play the role of"catalyst"in the process of organizational learning.Through the mechanism of bidirectional empowerment,Party organizations and grass-roots governments realize positive empowerment to social forces through co-governance and the return of society.At the same time,through the early mobilization of social forces,the direct intervention of administrative forces is avoided,the generation of community governance social capital is guided,and the reverse empowerment to administrative forces is realized.The pattern has built a governance pattern of relocation communities with multiple co-construction,co-governance and achievement sharing,which not only realizes the effective governance of relocation communities,and it has become a possible path to promote the modernization of community governance.
