摘要
随着电力市场改革的进行,需求响应作为一种源荷互动的市场产品受到人们的关注。用户负荷基线(customer baseline load,CBL)作为激励型需求响应产品的关键技术,其设计过程需要考虑全面。文章以广东电网的现货市场出清模型为基础,加入需求响应以及负荷基线模型,分析得到基线适度高偏有利于社会福利的增加。然后对基线高偏可能会导致用户"褥羊毛"行为的问题进行分析,得出设定合适的需求响应准入容量可以在一定程度上遏制用户"褥羊毛"行为的结论。
With the progress of the electricity market reform, demand response as a source-load interactive market product has attracted people’s attention. The Customer Baseline Load(CBL) is a key technology of incentive demand response products, and it needs to be considered comprehensively in its design process. Based on the spot market clearing model of Guangdong Power Grid, with the addition of the demand response and load baseline models, this paper analyzes that a moderately high baseline is conducive to the increase of social welfare. It also analyzes the problem that the high baseline deviation may cause the user’s "free ride" behavior. It is found that setting an appropriate access capacity can curb the user’s "free ride" behavior to a certain extent.
