摘要
构建整合型医疗卫生服务体系是国际医疗卫生服务体系发展的趋势,也是缓解我国“看病难”问题、推动分级诊疗、提高医疗卫生服务整体效率的关键举措。文章在梳理国内外整合型医疗卫生服务研究的基础上,阐述了整合型医疗卫生服务的概念与内涵,并结合我国在整合医疗服务方面的探索,尤其是对医共体的研究,分析了我国整合医疗卫生服务建设中存在的主要问题,从财政投入、协同机制、医保支付方式改革、薪酬制度改革和信息化建设等方面提出了完善整合型医疗卫生服务体系的政策建议。
The construction of the integrated delivery systems is the development trend of the international medical and health service system,and it is also a key measure to alleviate the problem of“difficult medical treatment”in our country,promote the hierarchical diagnosis and treatment system,and improve the overall efficiency of medical and health services.Based on combing the integrated care research at home and abroad,and expounding the concept of integrated care and connotation,this study analyzed the integration of the main problems existing in the construction of integrated care.Policy suggestions were put forward to improve the integrated delivery systems in terms of financial investment,coordination mechanism,medical insurance payment reform,salary system reform,and informatization construction.
