滨海新城内涝系统化方案编制探索--以厦门为例 被引量:1

摘要 厦门东部体育会展新城是厦门计划打造的国际一流滨海新城,本文结合《国务院办公厅关于加强城市内涝治理的实施意见(国办发〔2021〕11号)》,打造高起点、高标准的新城排水防涝设施样板,从区域层面、片区层面、设施层面三个方面分别阐述新城内涝系统化方案的编制思路和建设内容,形成源头减排、管网排放、蓄排并举、超标应急的排水防涝体系,同时采用InfoWorks ICM排水模型评估构建后的实施效果,以期为其他新城的内涝防治体系构建提供思路。 Xiamen East Sports Exhibition new city is an international first-class coastal new city planned to be built by Xiamen.In order to build a new model of drainage and waterlogging prevention facilities with high starting point and high standard,this paper combines with the Implementation Opinions on Strengthening Urban Waterlogging Control issued by the general office of the State Council.This paper expounds the compilation idea and construction content of the new town waterlogging systematic scheme from three aspects of area,district and facility,and finally forms the drainage and waterlogging prevention system of“source emission reduction,pipe network emission,simultaneous storage and drainage,and exceeding standard emergency”.At the same time,the implementation effect of the constructed drainage model is evaluated by using InfoWorks ICM,so as to provide ideas for reference for the construction of waterlogging prevention and control system in other new towns.
