摘要
以政策工具为研究视角,采用文本分析法,对2014—2020年的"一带一路"205份文件进行体育政策筛选,从中提取涵盖体育内容的95份政策文本,并对其从地域维度、文件等级维度和文件体育相关性维度进行研究,构建三维立体分析框架,进行交叉分析。研究认为:随时间发展,"一带一路"合作文件中的体育政策内容逐渐增多,但各国政策文本中对体育内容重视程度不足、体育特色体现不明显以及政策制定过程受到各国经济发展水平制约等问题依然存在。为今后国家间制定外交政策文件中的体育内容或制定国家间专属体育政策文件提供参考性建议。
From the perspective of policy tools,this paper used text analysis method to screen the sports policies from 205 documents related to"the Belt and Road"during 2014 to 2020.Then,95 policy texts covering sports content were extracted from them.The research was carried out from the regional dimension,the document level dimension and the document sports correlation dimension.Finally,a three-dimensional analysis framework was constructed for cross-analysis.The results show that with the development of time,the content of sports policy in"One Belt and One Road"cooperation documents gradually increased.However,there were still some problems in the policy texts of various countries,such as insufficient attention to the content of sports,not obvious embodiment of sports characteristics,and the policy making process was restricted by the level of economic development of various countries.This study can provide reference suggestions for the formulation of sports content in foreign policy documents or exclusive sports policy documents between countries in the future.
