摘要
"中部崛起"战略是我国区域协调发展战略的重要组成部分。新时代推进中部地区高质量发展,是新发展格局下"中部崛起"战略的一次全面升级,将为实现全国高质量发展提供重要支撑,具有全局性、战略性意义。中部地区必须把握区域协调、内陆开放、产业融合、创新引领、绿色崛起的目标要求,针对当前存在的区域协调不够、产业结构趋同、创新能力不强、绿色发展水平不高、开放型经济发展不够等问题,从强化区域协调发展、加快培育优势产业体系、扩大高水平开放、积极践行绿色发展方式和进一步优化营商环境等方面共同努力,切实推动区域高质量发展。
The "rise of Central China" strategy is an important part of China’s regional coordinated development strategy. Promoting the high-quality development of the Central China in the new era is a comprehensive upgrade of Central China rise strategy under the new development pattern. It will provide important support for the national high-quality development and is of overall and strategic significance.Central China must grasp the regional coordination, inland opening, industrial integration,innovation leading, green rise, for the current regional coordination, industrial structure, innovation ability, green development, open economic development, from strengthen regional coordinated development, speed up the advantage industry system, expand high level of open, actively practice green development mode and further optimize the business environment, to promote high-quality development in the Central China.

蒋金法,经济学博士、二级教授、博士生导师,财政部跨世纪学术带头人,江西赣鄱“555”人才,江西省社会科学院院长。兼任中国财政学会理事,江西省现代中国研究学会会长。研究领域为财政理论与政策、税收理论与制度设计、生态公共品理论、区域经济等。主持国家社会科学重大招标项目“建构基于生态文明建设的公共财政体制研究”、国家自然科学基金项目“鄱阳湖生态经济区公共品供给模式分析”、国家社会科学基金项目“税费改革后农村基层组织运行和公益事业发展研究”以及“促进企业投融资的财税政策研究”“农村基本社会服务、农村体育领域社会服务标准化研究”等20余项省部级课题研究。在《光明日报》《财贸经济》《财政研究》《税务研究》等国内外重要学术期刊发表论文60余篇,著有《江西绿色发展指数绿皮书(2017-2020)》《我国企业所得税改革研究》《高新技术产业发展的财税政策研究》《埃及财政制度》等,主编《中国民营经济年鉴(2015-2019)》《江西生态文明建设与绿色发展报告(2017-2020)》等。(江西南昌330077)。
