摘要
推动黄河流域生态保护和高质量发展,对实现"两个一百年"奋斗目标、实现中华民族伟大复兴具有重要意义。当前和今后一个时期必须深入贯彻黄河流域生态保护和高质量发展战略,推动新阶段黄河流域水利高质量发展,全面提升黄河流域水安全保障能力;从落实习近平总书记关于治水特别是黄河保护治理的重要讲话指示批示精神、贯彻新发展理念、树牢底线思维等3个方面确保黄河保护治理事业沿着正确方向前进;以黄河流域水利高质量发展为主题,从完善流域防洪工程体系、实施流域水网重大工程、维护黄河健康生命、科学推进水土流失综合治理、加强智慧黄河建设、建立健全节水制度政策、保护传承弘扬黄河水文化、强化体制机制法治管理等8个方面提出了全面提升流域水安全保障能力的措施;以政治建设、队伍建设、作风建设为重点加强党的建设,努力建设造福人民的幸福河。
Promoting the ecological protection and high-quality development of the Yellow River Basin is significant to achieve the two centenary goals,and to achieve the great rejuvenation of the Chinese nation.It is an ongoing and longlasting task to implement the strategy of ecological protection and high-quality development in the Yellow River Basin,promote high-quality development of water conservancy in the Yellow River Basin in the new stage,and comprehensively improve the water security guarantee capacity in the Yellow River Basin.It is essential to ensure that the protection and governance of the Yellow River to be implemented in the right direction from the following three aspects:implementing important speeches and instructions by Xi Jinping,General Secretary of the Communist Party of China(CPC),regarding to water governance and protection of the Yellow River;implementing the new development concept;and strengthening the bottom line thinking.With high-quality development of water conservancy in the Yellow River Basin as the major theme,it is proposed to put forward the measures of comprehensively improving water security guarantee capacity of the river basin,in the following eight aspects:improving the flood control engineering system in the river basin,implementing river basin water networking key projects,maintaining the healthy life of the Yellow River,scientifically promoting the comprehensive governance of water and soil loss,strengthening the Smart Yellow River construction,establishing and completing water saving system and policies,protecting,inheriting and promoting the Yellow River culture,and strengthening the institutional management,mechanism management,legal management.It is important to strengthen the party building with emphasis on political construction,team building and working style construction,and strive to build a river of happiness that benefits the people.
