摘要
PPP是近年来我国基础设施领域广泛采用的融资模式,有效缓解了政府财政压力、提高了项目建设运营效率,但我国PPP模式仍处于发展规范阶段,相关法律制度体系不完善,项目周期较长,后期不确定因素较多,项目成功落地率较低,导致PPP项目存在较多风险因素。通过文献分析统计出PPP项目风险因素的出现频数,采用层次分析法,将风险因素出现频数的相对系数代替传统专家打分得到的重要性系数,以此确定各风险因素权重,从量化结果得到风险因素的重要程度,并针对性地提出具体风险防范对策建议。
PPP is a financing mode widely used in the field of infrastructure in China in recent years,which effectively alleviates the financial pressure of the government and improves the construction and operation efficiency of the project.However,PPP mode in China is still in the stage of development and standardization,with imperfect legal system and long project cycle.There are many uncertain factors in the later stage,and the success rate of the project is low,which lead to many risk factors in PPP project.Through literature analysis,the frequency of risk factors in PPP project is calculated.By using AHP,the relative coefficient of the frequency of risk factors is replaced by the importance coefficient obtained by traditional experts,so as to determine the weight of each risk factor,get the degree of importance of risk factors from the quantitative results,and put forward specific risk prevention countermeasures and suggestions.
