摘要
在供给侧结构性改革背景下PPP模式成为政府实现稳增长、调整结构目标的重要措施,已经广泛应用于我国公共设施和基础设施.然而,在PPP项目实施过程中存在众多风险,并且具有多样性、阶段性和复杂性等特点,因此有效进行关键风险因素评价成为保证PPP项目顺利进行重点研究问题.本文从宏观层面、中观层面和微观层面构建PPP项目关键风险指标体系,在此基础上运用属性测度相关理论建立了PPP项目关键风险评价模型并将该模型在昆明轨道交通X号线进行验证,为我国PPP项目关键风险评价提供相应指导和借鉴.
Under the background of supply side structural reform,PPP mode has become an important measure for the government to achieve steady growth and adjust its structural objectives. It has been widely applied to public facilities and infrastructure in China. However,there are many risks in the implementation of PPP project,and it is characterized by diversity,periodicity and complexity. Therefore,effective evaluation of key risk factors is the key issue to ensure the smooth implementation of PPP project. The key to construct PPP project risk index system from the macro level,meso level and micro level,was established based on the PPP project key risk evaluation model and the model was validated in Kunming rail transit line using the attribute measure theory,which provide guidance and reference for the risk evaluation of PPP project in china.
