摘要
交通建设领域信用评价体系建设是交通运输部“信用交通省”创建的要求,信用监管是提升治理能力的一项重要手段。在优化营商环境、优化审批和市场准入、强化事中事后监管中,信用评价体系发挥着重要作用。根据交通运输部相关工作要求,上海自2015年起每年开展交通建设信用评价工作,组织600余家从业单位、3000余名从业人员开展信用评价,通过信用信息的收集、汇总、计算,形成“部”、“市”两套信用评价结果,分别用于上报交通运输部汇总形成全国范围信用评价结果,以及应用于上海市交通建设市场。该文通过对诚信建设在上海交通建设领域的应用展开研究分析,希望借此对交通建设领域的诚信建设提供一定的借鉴作用。
The construction of credit evaluation system in the field of transportation construction is necessary for"credit transportation province"by the Ministry of transportation.Credit supervision is an important means to improve the governance ability.Since 2015,Shanghai has carried out the credit evaluation of transportation construction every year,and organized more than 600 employers and more than 3000 employees to carry out the credit evaluation.Through the collection,summarization and calculation of credit information,two sets of credit evaluation results of"department"and"city"are formed and used as national credit evaluation result and Shanghai Transport construction market.Through the research and analysis of the application of integrity construction in the field of transportation construction in Shanghai,this paper hopes to provide some reference for the integrity construction of transportation construction.
