摘要
从政策受众的视角检视教育政策过程的各个环节,应成为教育政策精准性问题研究的重要路径。充分发挥政策受众在教育政策过程中的主体地位和能动作用,关注政策受众在教育政策实施后的问题解决和利益调整,对保障教育政策议程设置的科学性、政策执行的忠实度以及政策绩效评估的全面性,提升教育政策的精准性有着重要的促进作用。但在实践中,对政策受众的精准瞄准存在技术困难、政策受众参与机会缺失、可行能力差异等方面的原因,使得政策受众对教育政策精准性的促进作用有限。因此,要基于政策受众的视角审视和重新设计教育政策系统,需要从转变政策认知、精准靶向瞄准、系统夯实能力和优化利益调整等多方面进行综合改进。
From the perspective of policy target audience, it should be an important way to study the accuracy of education policy. Giving full play to the dominant position and dynamic role of policy audience and paying attention to the problem-solving and interest adjustment of policy audience after the implementation of education policy plays an important role in ensuring the scientificity of education policy agenda setting scientifically, the faithfulness of policy implementation and the comprehensiveness of policy performance evaluation, and improving the accuracy of education policy. However, in practice, there are technical difficulties in accurately targeting the policy audience, lack of participation opportunities for the policy audience, differences in feasible abilities and other reasons, which makes the promotion effect of the policy audience on the accuracy of education policy limited. Therefore, in order to examine and redesign the education policy system from the perspective of policy audience, we need to make comprehensive improvement from many aspects, such as changing policy cognition, accurate targeting, strengthening the ability of the system and optimizing interest adjustment.
