摘要
产业关键技术攻关是打破技术垄断与封锁,提升国家科技竞争力的重要途径。本文从中国科技项目管理的现实状况出发,分析产业关键技术攻关项目的特点与管理需求,在此基础上结合DARPA项目经理制度的优势,提出一种面向产业关键技术攻关的新型分布式项目经理制度,实现决策和管理的科学化、精准化和高效化,提升管理效能,并对其实际应用提出相关建议。
Core technology research is an important way to break the foreign technology blockade and enhance China s technological competitiveness.Starting from the reality of China s scientific and technological project management,this paper analyzes the characteristics and management requirements of core technology research projects.Combined with the advantages of the DARPA project manager system,the paper proposes a new distributed project manager system for core technology research to improve management efficiency by achieving scientific,precise and efficient decision-making and management,and puts forward relevant suggestions for its practical application.
