摘要
2021年中央一号文件明确提出各级政府要大力发展农业农村现代化,进行资金和政策的优先倾斜。通过农业产业化联合体来促进一二三产业融合,响应国家号召,实现乡村振兴。本文通过对新疆焉耆县的辣椒产业化联合体的实地调查研究,对加入辣椒产业化联合体的农户发放调查问卷,通过二元Logistic模型进行实证分析,得出当前焉耆县辣椒产业化联合体在发展过程中,农户对辣椒产业化联合体总体是否满意影响程度比较大的因素分别是提高家庭经济收入、联合体运营的分工、联合体利益联结机制、专业合作社提供服务、龙头企业发挥作用等,显著性水平分别是0.001、0.004、0.002、0.002、0.002,均呈正相关。整体来说焉耆县辣椒产业化联合体发展水平总体上还是比较缓慢的,今后应针对地区优势不断通过优化政策环境,提供保障;同时创建联合体发展平台,提供条件支持;其次扶持示范联合体,找到发展方向和标杆;最后积极培育新型职业农民,提高农产品的质量。以此使新疆焉耆县农业的供给侧结构性改革得到贯彻落实,从而使焉耆县现代农业进一步优化,并为新疆的农业产业化更为广式的发展奠定基础。
The No.1 Central Document in 2021 clearly stated that governments at all levels should vigorously develop agricultural and rural modernization and give priority to funding and policies.Promote the integration of primary,secondary and tertiary industries through the agricultural industrialization consortium,respond to the call of the country,and realize rural revitalization.Based on the field investigation of the pepper industrialization consortium in Yanqi County,Xinjiang,this paper issued questionnaires to farmers who joined the pepper industrialization consortium,and conducted empirical analysis through the dual Logistic model,and concluded that the current pepper industrialization consortium in Yanqi County is developing.In the process,the factors that have a relatively large impact on whether farmers are satisfied with the overall pepper industrialization consortium are increasing family income,the division of labor of consortium operations,the consortium's interest linkage mechanism,professional cooperatives providing services,and the role of leading enterprises.The significance levels are 0.001,0.004,0.002,0.002,0.002,and they are all positively correlated.On the whole,the development level of the pepper industrialization consortium in Yanqi County is still relatively slow.In the future,we should continue to optimize the policy environment to provide guarantees according to the regional advantages;at the same time,create a consortium development platform to provide conditional support.Secondly,support the demonstration consortium.Find the development direction and benchmark;finally actively cultivate new professional farmers and improve the quality of agricultural products.In this way,the supply-side structural reform of agriculture in Yanqi County of Xinjiang can be implemented,so that modern agriculture in Yanqi County will be further optimized,and the foundation for the more extensive development of agricultural industrialization in Xinjiang will be laid.
