摘要
当前全球数字经济蓬勃兴起,在保障个人隐私及数据安全的同时,促进数据要素自由流动和高效利用成为全球各国数字化转型战略布局的重点领域;推动数据跨境流动,确保实现更大范围和更深层次的数据价值挖掘成为各国提升数字经济国际竞争力的重要途径。近年来,以欧、美为代表,全球主要国家分别推动建构起符合各自产业利益和价值理念的“数据跨境流动圈”,标准差异化、规则碎片化、机制不协调等问题日益成为制约全球数字经济深入发展的重要因素。最近两年,全球各方呼吁开展全球对话、建立统一规则和治理机制的主张日益增多,我国也适时发起《全球数据安全倡议》呼吁制定全球规则。在此背景下,推动全球数据治理体系建设正当其时。
At present,the global digital economy is booming.While protecting personal privacy and data security,promoting the free flow and efficient utilization of data elements has become a key area in the digital transformation strategies of countries all over the world.Promoting cross-border data flow and ensuring the realization of more extensive and deeper data value mining have become an important way for countries to enhance the international competitiveness of the digital economy.In recent years,represented by Europe and the United States,major countries around the world have respectively promoted the construction of"data cross-border flow circle"in line with their respective industrial interests and values.Differential standards,fragmented rules,and uncoordinated mechanisms have increasingly become important factors restricting the in-depth development of the global digital economy.In the past two years,calls for global dialogue and the establishment of unified rules and governance mechanisms have been on the rise.China also launched the Global Data Security Initiative at the right time to call for the formulation of global rules.In this context,it is time to consider data governance on the global level.
