摘要
"以港促产、以产兴城、港以城兴"成为21世纪我国港口城市发展的新思路,对实现"港—产—城"融合发展具有重要现实意义。通过构建"港—产—城"融合发展评价指标体系,借鉴耦合—协调度从互动程度与发展水平两个角度测度南通市"港—产—城"融合发展状况,运用动态发展度和剪刀差方法解析"港—产""港—城""产—城"复合系统的演化特征。研究表明:(1)南通市"港—产—城"整体系统综合发展指数持续上升,综合发展水平稳步提高;(2)"港—产—城"整体系统融合互动程度呈现出由较低到高的波动发展态势,融合发展水平经历由失调衰退到高度融合的发展历程,融合发展状况实现改善;(3)"港—产""港—城""产—城"复合系统经历多种演化发展阶段,各阶段存在不同效果的交互胁迫作用;复合系统的剪刀差呈下降、上升交替出现的"W型"和"斜S型",发展趋势差异在缩小与扩大中反复循环,需要加强政府与市场的作用使其接近融合发展的目标。
"Industry promoted by port""cities flourishing by industry""port booming by cities"have become a new idea for the development of China’s port cities in the 21 st century,which is of great practical significance to realize the integration of"port-industry-city".By constructing the evaluation index system of"port-industry-city"integration development,the coupling degree and coordination degree are applied to measure the development status of"port-industry-city"integration in Nantong city from the perspective of interaction level and development level,the dynamic evolution degree and the scissors difference method are utilized to explain and analyze the evolution characteristics of the composite system of"portindustry""port-city""industry-city".The results show that:(1)The comprehensive development index of the"port-industry-city"system of Nantong city continues to rise,the overall development has been steadily improved,and the development of various subsystems has been effectively consolidated;(2)The integration degree of the"port-industry-city"system shows a trend from low to high,and the level of integration has experienced a development process from dysfunctional to highly integrated,and the overall system integration development has improved;(3)The"port-industry""port-city"and"industry-city"composite systems has experienced the various stages of evolutionary development.There are interactions with slight restrictions and restraining effects at different stages.The scissors difference of the composite system decreases and rises alternately with the"W-type"and"oblique S-type",and the difference in development trends is repeated in the process of shrinking and expanding.It is necessary to strengthen the role of government and the market to bring it closer to the goal of integrated development.
