摘要
在城市发展的转型期,城市公共空间更新涉及多元主体的利益,单纯依靠政府一元决策的更新模式已经无法满足当今时代的需求,治理概念的引入为城市公共空间更新提供了理论基础与思路。文章以上海市黄浦江两岸滨水公共空间更新的实践为例,通过分析其更新治理的成功经验可知,基于治理的内涵,黄浦江两岸公共空间采取了以政府主导、市场运作、公众参与3方面协同治理的更新模式;在此基础上提出多主体合作治理是未来城市公共空间更新的有效模式。
In the transition period of urban development,the renewal of urban public space involves the interests of multiple subjects,and the renewal mode relying solely on the government's unitary decision-making has been unable to meet the needs of the time.The introduction of the governance concept provides a theoretical basis and ideas for the renewal of urban public space.This paper analyzes the practical experiences gained for waterfront public space renewal of Huangpu River in Shanghai.The results show that the renewal mode that is adopted in the public space governance on the both sides of Huangpu River is featured with the collaborative governance from the 3 aspects of government leading,market operation and public participation.Multi-agent cooperative governance is an effective mode of urban public space renewal.
