摘要
突发事件档案在留证、存史、资政和宣传教育方面具有特殊的价值,但突发事件档案资源的供需不平衡,制约了突发事件档案价值的充分实现。文章从突发事件的档案资源储备和需求特点出发,分析了突发事件档案分散保管与应急需求、零散保管和全面需求、属地保管与异地需求等供需之间的矛盾,提出构建"求全责备"的档案资源体系,选择"主体全宗"为主的档案管理模式,建立"专题化"的突发事件档案利用目标等策略,来应对突发事件档案的供需矛盾。
Emergencies archives are of special value in terms of Leaving evidence,keeping history,supporting decision and publicity education.However,the imbalance between the supply and demand of emergency archive resources restricts the full realization of the value of emergency archives.This article starts from the characteristics of the resource reserve and demand of emergencies archive,Analyzes the supply-demand contradiction between the decentralized storage and emergency requirements,scattered storage and overall demand,local storage and remote demand,etc.and proposes to construct all-round archive resource reserves,choosing suitable archive management mode,and establishing utilization-oriented targets to cope with the contradiction between supply and demand of emergencies archives.
