摘要
多元共治是对社区治理需求不确定、资源不稳定、任务不限定的现实回应,然而多元主体总体松散、局部协作的碎片化困境制约着治理效能发挥。"社企联盟"防疫团队通过系列创新实践促成社区与企业协同治理,展现出组织协同运作的"乘数效应"。个案经验表明,协同治理依赖于主体、功能、资源、技术等组织内部各要素的互嵌与整合,通过目标统筹、机制完善、资源整合及技术增能,实现组织运作的有效协同,并促进组织协同增能增效。
Multiple co-governance is a realistic response to the uncertain needs of community governance,instability of resources,and unrestricted tasks. However,the fragmented dilemma of the overall dissipation of multiple subjects and partial cooperation restricts the effectiveness of governance. Through a series of innovative practices,the "Community and Enterprise Alliance"epidemic prevention and control team has promoted the collaborative governance of communities and enterprises,demonstrating the "multiplier effect"of the collaborative operation of organizations. Case experience shows that collaborative governance relies on the inter-embedding and integration of the main body,function,resources,technology and other internal elements of the organization. Through goal coordination,mechanism improvement,resource integration and technological enhancement,it can achieve effective coordination of organizational operations and promote the organization synergistic energy and efficiency.
