摘要
新城建设发展历程和未来发展需求表明,发展好租赁住房对于新城打造综合性节点城市具有重大意义。从全国及上海近年实践来看,建立多样化、高品质、强保障的租赁住房体系是符合超大城市新城发展需要的必要途径。建议开展五大新城租赁住房的专题研究和整体规划,根据五大新城的发展阶段和功能定位,合理确定租赁住房的土地供应、体系结构、政策配套等重大问题,形成指导未来新城租赁住房体系建设的路线图。
The development history of new city construction and future development needs show that the development of good rental housing is of great significance for new cities to build comprehensive node cities.From the national and Shanghai’s practice in recent years,the establishment of a diversified,high-quality and strongly guaranteed rental housing system is a necessary way to meet the development needs of mega-city new cities.According to the development stage and functional positioning of the five major new cities,it is recommended to carry out special studies and overall planning for rental housing in the five major new cities,to reasonably determine the land supply,system structure,policy support and other major issues of rental housing,to form a roadmap to guide the construction of the future rental housing system in the new cities.
