摘要
在国家发展规划的历史变迁中我国逐步形成与中国国情和发展阶段紧密相结合的区域协调发展思想体系、战略体系、目标体系。基于历史演化、发展规律、未来研判,归纳提炼总结新时期区域协调发展的科学内涵:以构建新发展格局为根本方向、以推进高质量发展为根本要求、以增进民生福祉为根本宗旨、以坚持系统观念为根本方法,进而从战略、准则、目标、机制等维度提出筑牢区域协调发展的"四梁八柱",以及加快推进区域协调发展战略精准落地、区域政策精准施策、重大平台精准服务等政策举措,这既为中国区域协调发展提供新思路和方向,又为探索马克思主义有关区域经济理论中国化提供理论和实践支撑。
With China’s national conditions and development stages,China has gradually formed the ideological system,strategic system and target system of coordinated regional development during the historical changes of China’s national development plan.Based on the historical evolution,development law and future research,the scientific concept of coordinated regional development in the new period is summarized:accelerating the construction of a modern economic system as the fundamental direction,taking high-quality development as the fundamental requirement,practicing the people as the fundamental purpose,and sticking with the system concept as the fundamental method.In addition,the paper puts forward the future framework of regional coordinated development from the dimensions of strategy,criterion,goal and mechanism,and thus providing three police measures,including the accurate implementation of regional coordinated development strategy,the accurate implementation of regional policies,and the accurate service of major platforms,which not only provides a new framework system for China’s regional coordinated development in the new period,but also provides theoretical and practical support for exploring the Marxist regional economic theory.
