新旧动能转换背景下重点产业紧缺人才需求调查分析——以青岛市为例 被引量:3

摘要 新旧动能顺利转换,要靠创新,而创新要靠人才。改革人才政策和创新机制,充分释放人才创新创造活力,需要分析掌握新旧动能转换对人才需求的新变化、新特点、新趋势。做好新旧动能转换背景下重点产业紧缺人才需求调查分析,一是要掌握当前新旧动能转换的背景和特点,把握重点产业发展的形势。二是要全面分析重点产业人才供需情况,掌握核心关键人才的缺口方向。三是要掌握重点产业紧缺人才全国分布情况,为城市定向招引提供依据。四是要进行全国范围内重点产业紧缺人才需求目录比较研究,编制形成青岛市重点产业紧缺人才目录,为形成以产聚才、以才促产的良好生态,提供有力支撑。本文从多个维度提出有针对性的城市引才留才用才的意见建议,以推动实现城市产业和人才的深度融合。 Old and new kinetic energy realize smooth transformation,which needs to depend on innovation relying on talents.In order to reform the talent policy and innovation mechanism and fully release the talent innovation and creativity,it is necessary to analyze and grasp the new changes,new characteristics and new trends of talent demand caused by new and old kinetic energy transformation.In order do a good job in the investigation and analysis of the demand for talents in shortage in key industries under the background of the new and old kinetic energy transformation,the first task is to grasp the background and characteristics of the current new and old kinetic energy transformation,so as to grasp the development situation of key industries;the second task is to comprehensively analyze the supply and demand of talents in enterprises in key industries,so as to grasp the direction of the gap of core and key talents;the third task is to grasp the distribution of talents in key industries across the country,so as to provide a basis for the targeted recruitment of cities;the fourth task is to conduct a comparative study on the demand catalog of talents in key industries nationwide,and compile a catalog of talents in key industries in Qingdao,so as to provide a strong support for the formation of a good ecology of gathering talents by production and promoting production by talents.This paper puts forward some suggestions on how to attract and retain talents from multiple dimensions,so as to promote the deep integration of urban industries and talents.
