摘要
在加快形成“以国内大循环为主体、国内国际双循环相互促进”的“双循环”新发展格局的背景下,地方政府间的锦标赛竞争将可能更加激烈,防止区域过度竞争,促进区域间高质量发展变得越来越重要。竞争和合作的核心要义是“边界”,每个地方的经济都有自己的边界,既包括以行政区划为特征的地理边界,也包括以市场交易为特征的经济边界、以资源互补为特征的资源边界、以环境共治为特征的环境边界、以社会交往为特征的文化边界、以政府间协调为特征的行政边界等。“破界”发展是增量、“越界”发展越来越受限、“守界”发展是责任、“依界”发展是基础、“并界”发展是主题、“固界”发展是核心,需要正确确定“双循环”背景下跨区域发展的“边界”,以边界高质量建设推动区域高质量发展。
Under the acceleration of the formation of a new development pattern of“dual cycles”with“domestic large cycles as the main body and mutual promotion of domestic and international dual cycles”,tournament competition among local governments will likely become more intense,prevent excessive regional competition,and promote inter-regional high quality development is becoming more and more important.The core of competition and cooperation is“boundary.”Each local economy has its own boundary,including geographic boundaries characterized by administrative divisions,economic boundaries characterized by market transactions,and complementary resources.Resource boundaries,environmental boundaries characterized by environmental co-governance,cultural boundaries characterized by social interaction,administrative boundaries characterized by intergovernmental coordination,etc.“Boundary-breaking”development is incremental,“cross-border”development is becoming more and more restricted,“boundary”development is the responsibility,“boundary”development is the foundation,“boundary”development is still the theme,and“boundary”development is at the core,it is necessary to correctly determine the“boundary”of cross-regional development under the background of“dual cycle”,and promote high-quality regional development through high-quality construction of the boundary.
